libbi can be installed both indoors and outdoors (except for the controller, which must be installed indoors).
Typically, inside a property this will be in locations such as a garage or utility room, but can be installed in any location where adequate room is provided for ventilation, and to ensure libbi isn't blocking any entry/exit points, like a back door.
